Battle net launcher stuck on downloading new files

I am trying to download the battle.net app for Windows (10) PC. It just gets stuck on "downloading new files" and never advances. I spoke with the tech support, and to summarize what I have done here is his response:

As soon as I open installer, i get "Downloading new files" and it wont go any further. This was the same message that i received when i was initially launching WoW (Instead of battle net launcher) and realized there was an issue (Which lead to the "Blizzard Agent/Sleep" problem when directly launching Battle Net Launcher.
